If you work in a state-owned company, and you aren't a party member before the age of 30, and you don't become an official before the age of 40, you will be considered "unpromising".
In 2002, I was 40 years old, I was neither a party member nor an official, I became an unpromising employee in my company. It mean that I had an advantage and a disadvantage.
The disadvantage was obvious -- I couldn't get a relatively high salary of an official before my retirement. The advantage was also obvious -- I didn't need to work hard anymore.
After the age of 40, I became lazy. For example, I deliberately delayed a job which took five days to ten days. Sometimes, I even pretended to be ill, and took a few day's leave.
