On November 15 2002, Hu Jintao (胡锦涛) received a great honor and a great humiliation. On that day, Hu was appointed the new leader of the party and became the new ruler of China.

By convention, the highest party leader also serves as the highest military commander. However, some generals proposed Hu's predecessor Jiang Zemin (江泽民) continue to serve as commander for 5 years.

Hu is a typical technocrat (hydraulician) without any military background. Hu dared not offend those generals who controlled the army. Hu was forced to agree with this humiliatory proposal.
