In 2000, the most frequent word in local newspapers was sangedaibiao (三个代表, 3 Representations, or 3R). It was a political term invented by Jiang Zemin (江泽民), the top leader of the party.

In the past, the party divided people into two parts -- proletariat (such as workers) and bourgeoisie (such as private business owners), and the party was only the representative of the former.

According to new 3R theory, the party will be the representative of all social stratums. The party abandoned Karl Marx's orthodox doctrines and admit bourgeois into this proletarian organization.

After 2000, various people joined the party, and the composition of party members became more and more diversified. From a farmer to a billionaire, all of them are probably party members.
